stumbling start on timed mute for Brewers broadcasts

I added a series diode to the + power input to protect against polarity reversal (also managed to add a short). I also scared up a 4 MHz ceramic resonator from the Island Keyer II kit. This prototype was built on an early Island Keyboard circuit board. The Hamlin relay was put on a right angle daughter board.
I also found an old Sony IR remote from a defunct Trinitron, installed the batteries and took it in a dark bathroom with my cell phone to check for IR emission:

But the problem: the Muter just doesn't seem to recognize the mute button presses. I did a capture of the decoded IR remote mute press here:
First there is a low sync period, then the remote sends the 12 bit code for a mute:
0010 1001 0000
which equates to 29 in hex (only the first 8 bits are used, the last 4 bits are always zeroes). This is explained in the Muter docs in the above zip.
So, not sure what is wrong and of course it's hot and sticky (no "air" here) so don't feel much like debugging.
