Tech America ?

I have a dim memory of Tech America.  It seems to me that it was (is ?) an offshoot of Radio Shack ?  But their site just seems to be another computer seller (in other words, nothing fun):

  

Anyway one of the items in my latest Ebay electronic junk purchase is from Tech America:

It looks like it has never been used, possibly because of this:

This retaining screw head puzzled me at first, is it some kind of star fastener ?  It's hard to see, I finally found a tiny screwdriver and was able to get it out - I would replace it with some other screw except: I don't think I'll ever use this thing again.  It does seem to work but not sure that it is terribly useful.  So for now it will go back into the box.
