19 set

I saw this email on the GQRP group:

"FWIW, I used to know someone who got into trouble with the PO for illegal transmissions when he was at school. He and a friend bought 19 sets and were chatting to each other across town. Don't know if they were fined but the radios were confiscated."

Of course it's primarily English ham radio operators in the group so they know but I was thinking:  "19 sets" ??  That seems like a lot of radios :)
